Charnwood Borough Council has considered this application under the Town and Country Planning Act, 1990, and refuses planning permission for the development described in the submitted documents and on any accompanying plans and drawings. The reasons for refusal are as follows: REASON 1. The proposed dromer, by reason of its scale, mass and design would not be subordinated to the existing dwelling and would be an incongruous feature of harm to the existing characteristics of the dwelling. Thereby, the proposal fails to accord with policies CS2, EV1 of the adopted Local Plan, emerging LP Policy DS5 or Paragraph 134 of the NPPF which states that permission should be refused for development of poor design that fails to take the opportunities available for improving the character and quality of an area and the way it functions.
