Reasons 2

It has not been demonstrated to the satisfaction of the local planning authority that the development would not result in a loss of biodiversity and that any losses could be adequately mitigated or secured. Full details of any required suitable mitigation has not been provided by the applicant or secured via a unilateral undertaking. The proposal is therefore contrary to Policy CS13 of the Core Strategy (2015) which expects development proposals to consider and take account of the impacts on biodiversity, Policy EV6 of the emerging Charnwood Local Plan 2021-37 and Paragraphs 174 and 180 of the NPPF which states that planning decisions should contribute to and enhance the local environment by minimising impacts on and provide net gains for biodiversity and that Local Planning Authorities should refuse planning permission for developments that do not mitigate the impacts of harm to biodiversity.

It has not been demonstrated to the satisfaction of the local planning authority that the proposed development would provide a safe and suitable access to the highway or suitable parking layout for future occupiers. The proposal is therefore be contrary to Policy CS18 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policy TR/18 of the Borough of Charnwood Local Plan, Policy T3 of the Draft Charnwood Local Plan (2021-2037) and paragraph 110 b) of the National Planning Policy Framework (2023).
