The proposed change of use, by reason of its location within an area of land previously allocated as part of ecological mitigation for application P/13/2467/2, would result in a loss in ecology value. The details of the application offer inadequate mitigation measures to compensate for such a loss and any benefits of the development would not outweigh the adverse impact. The proposal would, therefore, be contrary to Policy CS13 of the Charnwood Local Plan 2011-2028 Core Strategy, and Paragraphs 174 & 180 of the National Planning Policy Framework (2021).
