Reasons 1

The proposed development of 7 dwellings, garage and two car ports and the demolition of historic fabric on the site would be overdevelopment of the site and would harm the character and appearance of the Barrow upon Soar Conservation Area and the setting of the adjacent grade II listed building number 47 Beveridge Street. The development is not high quality design and would not make a positive contribution to the area and would result in less than substantial harm to designated heritage assets contrary to policies CS2 and CS14 of the Charnwood Local Plan Core Strategy, saved policy EV/1 of the Charnwood Local Plan and policies BuS3, BuS4 and BuS16 of the Barrow upon Soar Neighbourhood Plan. The less than substantial harm identified is not outweighed by the public benefits of the development, as required by paragraph 202 of the NPPF.
