The proposal due to scale and massing would have an unacceptable impact upon the neighbouring property no. 47 Highway Road by reason of scale and massing on the boundary and would create a poor outlook for the occupiers who would have their residential amenities adversely affected. The proposed development would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028) and saved Policy EV/1 of the Borough of Charnwood Local Plan and the Design Supplementary Planning Document (2020) which seek, amongst other things, to ensure that development protects the amenity of neighbouring properties. The proposal is also considered to be development of poor design that fails to safeguard neighbouring residential amenity and should therefore be refused in accordance with paragraph 134 of the National Planning Policy Framework (July 2021).

The proposed extensions by reason of scale, massing and overall appearance would appear out of character and result in a prominent and incongruous development within the street scene to the detriment of visual amenity. The proposed development would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and the Design Supplementary Planning Document (2020) which seek, amongst other things, to ensure that development does not cause harm to the character and appearance of the area. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 134 of the National Planning Policy Framework (July 2021).
