Reasons 1

It is the opinion of the local planning authority that the terrace constructed to the rear of the dwelling, would, by reason of its length and height cause an unacceptable loss of privacy to the neighbouring properties to the detriment of neighbouring residential amenity. The terrace as constructed would allow users to gain a clear view over the existing boundary fences into the rear of Nos. 212, 214 and 218 Charnwood Road. This would result in a severe loss of privacy to the private rear amenity spaces of these neighbouring properties along with the ground floor habitable windows of No. 214 Charnwood Road which face onto the boundary with the application site. It is therefore considered that the development fails to comply with policies CS2 of the Charnwood Local Plan 2011-2028 Core Strategy and saved policies EV/1 and H/17 of the Borough of Charnwood Local Plan along with the guidance set out in the Council's adopted Design Supplementary Planning Document. These seek to ensure developments are not detrimental to the amenities of occupiers of nearby properties by reason of overshadowing, dominance, or substantial loss of privacy or light.
