Moreover, in the absence of details of the sound proofing of the party walls of the first floor flat, the local planning authority is not satisfied that the living environment of the occupiers of the adjoining property would not be adversely affected by noise and disturbance from the kitchen/living room of the proposed first floor flat to noise sensitive rooms in No. 29 Ferndale Road. Thus, the proposal would be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy and saved Policy EV/1 of the Borough of Charnwood Local Plan and national guidance set out in the National Planning Policy Framework.


Reasons 1

It is the opinion of the local planning authority that the proposed flats, by reason of their small size, cramped layout, small outdoor amenity space and the provision of first floor habitable room windows and the roof space bedroom associated with the upper floor flat, would result in poor amenity space and living environment standards for their future occupiers and a significant loss of privacy to the neighbouring property at No 29 which would be harmful to residential amenity and undermine the aim of high quality design. The proposal would, therefore, be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy, saved Policy EV/1 of the Borough of Charnwood Local Plan, the Council's adopted Design Supplementary Planning Document (2020) and national guidance set out in the National Planning Policy Framework and the National Design Guide.
