Reasons 1

Burton on the Wolds is identified as an 'Other Settlement' where the plan allows for some small-scale infill development to meet local needs within defined 'limits to development'. This reflects the smaller range of services available in such settlements and there would be a reliance to travel outside of the village to meet many everyday needs. Whilst there is some scope for access to public transport, its highly likely that the majority of trips to meet these every day needs would be by private car. Therefore, the proposal does not meet the aims of sustainable development, contrary to Policies CS1 and CS17 of the Adopted Local Plan Core Strategy 2011-2028, and Policy WV11 of The Wolds Neighbourhood Plan (2021), and the overarching principles contained in the National Planning Policy Framework that aim to provide for sustainable forms of development.


Reasons 2

The proposal would cause substantive and significant harm to the form and character of the landscape, resulting in the loss of a clear and defined boundary to the settlement and harmful to its rural setting. It would also result in less than substantial harm to the significance the surrounding heritage assets Prestwold Hall, Prestwold Registered Gardens and 32 - 34 Field House , which have a strong historic relationship to the site, by virtue of development within and harmful to their setting. The public benefits, when taken as a whole, do not outweigh this harm. As such, the proposal is considered to be contrary to policies CS11 and CS14 of the Adopted Local Plan Core Strategy 2011-2028, and Policies WV1 and WV7 of The Wolds Neighbourhood Plan (2021), and the aims of the National Planning Policy Framework. No materials considerations have been identified warrant setting aside the provisions of the Development Plan, and the identified harm from the development would outweigh any benefits arising from the proposal.
