Reasons 1

No.120 Main Street Swithland forms part of a long range of Grade 11 Listed cottages constructed of granite rubble stone walls with red brick fenestration detailing and a Swithland slate roof. The property also lies with the adopted Swithland Conservation Area. The local planning authority is of the opinion that the scale and mass of the proposal is excessive and would have an overbearing impact on the appearance of the existing building. Furthermore, the form and proportion of the fenestration detailing along with the proposed materials are of poor and unsympathetic design. This would result in less than substantial harm to the significance of the designated heritage assets, that of Grade II Listed Building and the adopted Swithland Conservation Area. There are no identified public benefits to the proposal which outweigh this identified harm. It is, therefore, contrary to the intentions of Policies CS2 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy, saved policy EV/1 of the Borough of Charnwood Local Plan, the provisions of the National Planning Policy Framework and the adopted Design Supplementary Planning Document.
