Reasons 2

In addition, it is considered that the proposal would result in an unacceptable reduction in private amenity space available for the enjoyment of the occupiers of the existing dwelling whilst also failing to provide a sufficient quality of useable private garden space for the occupiers of the new dwelling. This would result in harm to the living environments for the occupiers of both dwellings. Accordingly, the proposal is considered contrary to Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy, saved Policy EV/1 of the Borough of Charnwood Local Plan (1991-2006) and the provisions of the Borough Council's Design Supplementary Planning Document (2020) which all seek to ensure a good standard of amenity for existing and future occupiers of land and buildings.


Reasons 1

In the opinion of the Local Planning Authority, the single-storey scale of the proposed dwelling would not be in-keeping with that of the immediately adjacent and surrounding properties in the locality. Taken together with the projection forward of no.90 Grange Road, significantly in advance of the nominal building line for that road, it is considered that the result in a cramped, contrived and unacceptably incongruous form of development that would be out of character with the existing pattern of development and the wider street scene. As such, it would not, represent a high quality design and would be harmful to visual amenity. Accordingly, the proposal is considered contrary to Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy, saved Policy EV/1 of the Borough of Charnwood Local Plan (1991-2006), the provisions of the Borough Council's Design Supplementary Planning Document (2020) and the advice contained within the National Planning Policy Framework relating to high quality design.
