Reasons 1

1) Whilst there is a presumption in favour of sustainable development, the adverse impacts of the development are considered to significantly and demonstrably outweigh the benefits. The proposal is, therefore, considered to be unsustainable development as it will result in the following cumulative adverse impacts: i) The proposed new dwellings, by reason of their siting, scale, mass and height, would result in an incongruous form of development that would erode the rural character and appearance of the surrounding area. As such, it would not respond positively to its context or promote or enhance local distinctiveness to the detriment of visual amenity. ii) The proposal would lead to less than substantial harm to the significance of the Seagrave Conservation Area and the adverse impacts on visual amenity, heritage and biodiversity are not outweighed by the public benefits of the scheme. iii) In the absence of a Biodiversity Impact Assessment, the proposal fails to demonstrate that it would not result in harm to protected species habitats or that it provides satisfactory mitigation or other biodiversity benefit. The planning proposal is therefore considered contrary to Policy CS13 and to paragraph 180 of the NPPF. iv) The future occupiers would be dependent on travel by the private car. For these reasons, the scheme would conflict with the environmental dimension of sustainable development. Given that the 3 roles of sustainability are mutually dependent and not to be undertaken in isolation, it is concluded that the proposal would not represent sustainable development and be contrary to Policies CS11, CS13 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policy CT/2 of the Borough of Charnwood Local Plan 1999-2006, the Seagrave Conservation Area Character Appraisal, the National Planning Policy Framework and the statutory requirements of the Planning (Listed Building and Conservation) Act 1990.
