1. The application site is located in the countryside and adjacent to Wanlip which is a small village or hamlet within Charnwood and which is poorly served by public transport and an unsustainable location for new housing development. There are insufficient benefits accruing from the scheme which justify over-riding the prevailing and emerging Development Plan policies. The proposed development would conflict with the provisions of Paragraph 80 of the NPPF, Policies CS1 and CS11 of the Charnwood Local Plan (2011-2028) Core Strategy and Saved Policies ST/2, CT/1 and CT/2 of the adopted Borough of Charnwood Local Plan (2004) and Policy DS1 of the Draft Charnwood Local Plan (2021-2037) and it is considered the identified harm would significantly and demonstrably outweigh the benefits of the scheme when assessed under Paragraph 11d of the National Planning Policy Framework 2021.

2. The proposed siting of the dwelling, within the secluded rear garden of No. 31 Church Road would result in a form of back-land development that is out of keeping with the character of the surrounding built form. As such, this would result in harm to the character and appearance of the area and would be a development which does not contribute positively to the street scene and would therefore fail to be sympathetic to and respectful of its surroundings. The proposal is therefore contrary to Policy CS2 of the Charnwood Local Plan Core Strategy 2011 -2028, saved Policy EV/1 of the Borough of Charnwood Local Plan 2004, emerging policy DS5 of the Draft Charnwood Local Plan (2021-2037), the adopted Supplementary Planning Document on Design and national planning guidance contained within the National Planning Policy Framework 2021.
