Reasons 2

The local planning authority considers that the proposed one and a half storey extension would lead to a material loss of sunlight and daylight to principal rooms within both neighbouring properties and this adverse impact would be contrary to Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan, the adopted Supplementary Planning Document 'Design' and the relevant provisions of the National Planning Policy Framework.


Reasons 1

Saved policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004) and Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy require new development to respect and enhance the character and appearance of an area and be of a design and scale that is compatible with the locality and the existing dwelling. Similar advice is contained within the Borough Council's Supplementary Planning Document - Design (2020). It is the opinion of the local planning authority that the proposed one and half storey extension and other alterations by reason of their scale, massing, use of materials and overall appearance would not be sympathetic or subservient in form to the existing dwelling. Consequently, the resultant development would appear out of character and incongruous within the street scene to the detriment of visual amenity. The proposal would therefore fail to accord with Policies CS2, EV/1 and H/17 and be poor design as described within Paragraph 134 of the National Planning Policy Framework.
