Reasons 2

The proposed dormer extension to the side of the detached garage, by reason of its scale and design, would have an over dominant and overbearing impact the outlook from the neighbouring properties at Nos. 6 and 8 Beatty Road, where it would be viewed from the relatively small garden areas of these properties. The proposed dormer extension windows would also overlook the rear gardens and across the rear elevations of these adjacent neighbouring properties, resulting in a material loss of privacy to these properties. For these reasons it is therefore considered that the proposal would result in a significant loss of amenity to Nos. 6 and 8 Beatty Road which would be contrary to policies EV/1, H/17 and CS2 of the Development Plan and the Council's adopted Supplementary Planning guidance on Design.


Reasons 1

It is the opinion of the local planning authority that the proposed dormer extension to the side by reason of scale, massing and overall appearance would not be sympathetic or subservient in form to the existing detached garage. The resultant development would therefore appear out of character and result in a prominent and incongruous development within the street scene to the detriment of visual amenity. The proposed development would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and the Design Supplementary Planning Document (2020) which seek, amongst other things, to ensure that development does not cause harm to the character and appearance of the area and remains compatible in design with the original detached garage. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 134 of the National Planning Policy Framework (July 2021).
