Reasons 2

The proposed single storey detached garage and gym/store to rear, by reason of its scale and design, would have an over dominant and overbearing impact on the outlook from the neighbouring properties particularly No. 5 Perseverance Road, where it would have an over dominant impact from No. 5's principle window that serves a kitchen a habitable room. The development would impact the loss of natural sun and day light to the neighbouring dwelling; also the loss of amenity would be affected to occupiers of the No. 5 Perseverance Road. For these reasons it is therefore considered that the proposal would result in a significant loss of amenity to neighbouring properties which would be contrary to policies EV/1, H/17 and CS2 of the Development Plan and the Council's adopted Supplementary Planning guidance on Design.


Reasons 1

It is the opinion of the local planning authority that the proposed single storey detached garage and gym/store to the rear by reason of scale; massing and overall appearance would not be sympathetic or subservient in form. The resultant development would therefore appear out of character and result in a prominent and incongruous development within the street scene to the detriment of visual amenity. The proposed development would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2011-2028) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and the Design Supplementary Planning Document (2020) which seek, amongst other things, to ensure that development does not cause harm to the character and appearance of the area and remains compatible in design. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 134 of the National Planning Policy Framework (July 2021).
