The proposed single and two storey extensions to form a two-storey dwelling, by reason of scale, massing and overall appearance would not be sympathetic or subservient in form to the existing dwelling. The resultant development would appear as an out of character and incongruous feature within the street scene to the detriment of visual amenity. The proposed development would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2015) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and the Design Supplementay Planning Document (2020) which seek, amongst other things, to ensure that development does not cause harm to the character and appearance of the area and remains compatible in design with the original dwelling. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 130 of the National Planning Policy Framework.
