Reasons 1
The Local Planning Authority considers that the proposed works would not be sympathetic in form to the existing dwelling and the resultant building would appear as an out of character and incongruous feature within the street scene, to the detriment of visual amenity. For this reason, the proposal is contrary to saved Policies EV/1 and H/17 of the adopted Borough of Charnwood Local Plan (2004) and Policy CS2 of the Charnwood Local Plan Core Strategy (2015) which require that such development respects and enhances the character of the area and is of a design that is compatible with the locality and any neighbouring buildings, and similar advice contained within the Borough Council's Supplementary Planning Document - Design (2020). The proposal is also contrary to Paragraph 130 of the NPPF which states that permission should be refused for development of poor design that fails to take the opportunities available for improving the character and quality of an area.
Reasons 2
The proposed single and two storey side extension would have an over dominant and overbearing impact on the garden and patio area of No.1 Westgate Avenue, where it would be viewed as a blank elevation adjacent to the boundary wall and extending back along a significant portion of the boundary between the two gardens.
It would also lead to a reduction in light to the garden area of No. 1 Westgate Avenue which would add to this overbearing impact.
It is considered that the proposal would result in a significant loss of amenity to No.1 Westgate Avneue which would be contrary to policies EV/1, H/17 and CS2 of the Development Plan and the Council's Design Supplementary Planning Document.
