The proposed flats, by reason of their small size, poor outlook and poor access to natural light, would result in poor amenity space and living environment standards for their future occupiers which would be harmful to their residential amenity and undermine the aim of high quality design. The proposal would, therefore, be contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, Policy EV/1 of the Borough of Charnwood Local Plan, the Council's adopted Design Supplementary Planning Document (2020) and national guidance set out in the National Planning Policy Framework and the National Design Guide.
