The applicant has failed to demonstrate that a safe access and egress to the site could be provided in the interests of highway safety, the Leicestershire Highways Design Guide, and Policy TR18 of the Borough of Charnwood Local Plan (2004). The development would also be contrary to Paragraph 110 (b) and Paragraph 111 of the NPPF and would result in an unacceptable impact on highway safety.

By virtue of the proposed scale, massing, and layout of the proposed development the scheme would fail to harmonise with the character of the surrounding area. Therefore the proposed development is considered to be in conflict with Policy CS2 of the Core Strategy (2015), Policy EV1 of the Borough of Charnwood Local Plan (2004), and the Charnwood Design Supplementary Planning Document (2020).
