Additionally, it is considered that the proposal would result in less than substantial harm to the Newtown Linford Conservation Area heritage asset and that this harm would not be outweighed with any identified public benefits in accordance with Paragraph 196 of the National Planning Policy Framework. Consequently, the proposal would fail to either preserve or enhance the character or appearance of this part of the Newtown Linford Conservation Area, contrary to the requirements of the Planning (Listed Building and Conservation Areas Act 1990 and Policy CS14 of the Charnwood Local Plan (2011-2028) Core Strategy.

The proposal, by reason of its design including forward projecting elements, and its massing, height and use of materials (including the loss of the existing granite rubble stone gable) would fail to respect the context and setting of the original property and its elevated position and would cause the dwelling to have a damaging, prominent and incongruous appearance within the street scene contrary to Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan.
