Reasons 1

Notwithstanding the revisions to the previously refused scheme (P/20/1481/2 refers) which form the basis of this proposal, it is the opinion of the local planning authority that the proposed side extension, by reason of its size, scale, siting, massing, design, proportions and use of materials would appear unduly prominent and incongruous in relation to the existing dwelling and its rural setting. As such, it would not represent high quality design and thus would be detrimental to visual amenity. The proposal would therefore be contrary to Policies CS2 and CS11 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1, H/17 and CT/2 of the Borough of Charnwood Local Plan (2004), the Council's adopted Design Supplementary Planning Guidance (2020) and the National Planning Policy Framework and the National Design Guide.
