The proposed development, by virtue of siting, scale, massing, material treatment and overall appearance, would result in the creation of an obtrusive and incompatible form of development, which would fail to respect the character and appearance of the host building on-site and the prevailing character and built form of the local area, including the street scenes to The Nook and Stadon Road. Accordingly, the proposal would result in an incongruous form of development, contrary with the relevant provisions of Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy and "saved" Policy EV/1 of the Charnwood Borough Local Plan 1999-2006. Furthermore, it is considered that the proposed development would be contrary with relevant provisions of Chapter 12 of the National Planning Policy Framework, and the guidance contained within the Council's Design Supplementary Planning Document.
