Reasons 1

It is established planning policy, at both national and local level, that new housing development should be permitted within the open countryside in particular circumstances only. These circumstances normally relate to an agricultural need. The application site is located in the countryside and whilst it would deliver a new housing unit this would be in an unsustainable location well away from services and facilities or public transport provision. This would conflict with the development strategy set out within Policy CS1 of the Charnwood Local Plan (2011-2028) Core Strategy, Policies ST/2 and CT/1 of the Borough of Charnwood Local Plan and policy WV11 of the Wolds Neighbourhood Plan all of which aim to promote sustainable patterns of development and seek to protect the rural character and appearance of the countryside. Additionally The National Planning Policy Framework, Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy, Policy EV/1 of the Borough of Charnwood Local Plan and the adopted Supplementary Planning Document on Design all require new development to be high quality. In particular, new housing proposals should incorporate good principles of design which respect the local context. The proposed large footprint, use of deeply overhanging eaves, materials, the symmetrical fenestration to the front elevation and the form of the development would not result in a development that would be attractive and in keeping with the local rural character. The proposal would therefore be contrary to cited policies and design guidance. These two areas of significant and demonstrable harm are considered to outweigh the limited economic benefits of the scheme in this case.
