Reasons 2

The proposed first floor side extension would lead to a material loss of sunlight and daylight to the closest side window of No. 44 Manor Road. Furthermore, the proposed first floor rear extension would have an over dominant and overbearing impact on the gardens of No. 44 Manor Road and 1 Nursery Close, where it would be viewed from their relatively small gardens. The proposed first floor rear extensions windows and door would overlook the rear gardens and across the rear elevation of No's 44 Manor Road and 1 Nursery Close, resulting in a material loss of privacy to this property. It is considered that the proposal would result in a significant loss of amenity to 44 Manor Road and 1 Nursery Close, which would be contrary to policies EV/1, H/17 and CS2 of the Development Plan and the Council's adopted Supplementary Planning guidance on Design.


Reasons 1

The proposed first floor extension by reason of scale, massing and overall appearance would not be sympathetic or subservient in form to the existing dwelling. The resultant development would appear as an out of character and incongruous feature within the street scene to the detriment of visual amenity. The proposed development would therefore be contrary to Policy CS2 of the Charnwood Local Plan Core Strategy (2015) and saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and the Design Supplementay Planning Document (2020) which seek amongst other things to ensure that development does not cause harm to the character and appearance of the area and remains compatible in design with the original dwelling. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 130 of the National Planning Policy Framework.
