Reasons 2

The proposed (retrospective) single-storey rear extension to the rear (southern) elevation of the host dwelling, by reason of siting, scale, massing and overall appearance, would result in an overbearing form of development in context of the neighbouring residential property, No. 15 Hollytree Avenue, and would unduly restrict access to natural day and sun light to the ground floor habitable room (kitchen) to the rear elevation of the neighbouring property. This would be detrimental to the residential amenity to the occupants of this property. Accordingly, the proposal would be contrary to the relevant provisions of Paragraph 127 of the National Planning Policy Framework, Policy CS2 of the Charnwood Local Plan (Core Strategy) and "saved" Policies EV/1 and H/17 of the Charnwood Local Plan 2004.


Reasons 1

The proposed (retrospective) single-storey front/side extensions, and the associated (retrospective) alterations to the existing single-storey porch extension to the host dwellinghouse, by virtue of siting, scale, massing and overall appearance, would result in an incongruous form of development that would fundamentally change the character and appearance of the host dwellinghouse, and would, in turn, un-balance the pair of semi-detached properties to which it relates. As a result, the resulting dwellinghouse, and the pair of semi-detached properties, would be out of keeping with the character and appearance of neighbouring pairs of semi-detached properties, and would become overly prominent in context of the streetscene along Hollytree Avenue, thereby causing significant adverse harm to the character and appearance of the local area. Accordingly, the proposed development would be contrary to the relevant provisions of Policy CS2 of the Charnwood Local Plan (Core Strategy) and "saved" Policies EV/1 and H/17 of the Charnwood Local Plan. Furthermore, it is considered that the proposed development would be contrary to the relevant provisions of Chapter 12 of the National Planning Policy Framework.
