Reasons 1

The proposal will result in an unacceptable development within the open countryside contrary to Policies CS1, CS10 and CS11 of the Charnwood Local Plan 2011-2028 Core Strategy, Saved Policies ST/2 and CT/1 of the adopted Borough of Charnwood Local Plan (2004) and national planning policy contained with the National Planning Policy Framework. Insufficient justification has been put forward for its need as a second access to the dwelling and there are no exceptional circumstances which justify over-riding planning policy.


Reasons 3

The submitted application fails to demonstrate the development can comply with the Leicestershire County Council Highway Authorities Design Guidance It is therefore considered that the proposal could cause conflicts with highway safety, particularly in relation to visibility. The proposal therefore fails to comply with Policy TR/18 of the Borough of Charnwood Local Plan (2004) and para 109 of the National Planning Policy Framework.


Reasons 2

It is considered that the proposed site forms a natural edge to the countryside whilst the Wyneswold Conservation Area Appraisal states that the approach into the village along Rempstone Road offers a rural feel. The existing hedgerow along the frontage of the Alford House site therefore makes a significant and distinctive contribution to the character and appearance of the street scene and the wider conservation area. It is considered that the creation of a 5m wide dropped kerb to enable vehicular access would result in less than substantial harm to the identified heritage asset of the Wymeswold Conservation Area contrary to the provisions of Policies CS2 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy and Policy EV/1 of the Borough of Charnwood Local Plan 2004. In addition, the proposed development would result in no identifiable public benefits which would off-set the harms as required by Paragraph 196 of the National Planning Framework (2019).
