Reasons 1

The existing dwelling is a curtilage Grade II Listed Building to Manor Farm, 85 Main Street, Queniborough and was formed from the conversion of former agricultural and stables buildings. The dwelling therefore retains a simple rural character with a narrow constructional form. The proposed development utilises a contemporary rectangular form with the use of an uncharacteristic flat roof and facing materials which present a discordant and visually incongruous extension which articulates poorly with the original structure and character of the building. The proposal is therefore contrary to Polices CS2 and CS14 of the Charnwood Local Plan (2011-2028) Core Strategy and Policy EV/1 of the Borough of Charnwood Local Plan and adopted Supplementary Planning Guidance 'Design' (2020) and would fail to preserve or enhance the character or appearance of the Conservation Area as required by Section 72(1) of the Town and Country Planning (Conservation Areas and Listed Buildings) Act 1990. Furthermore, the local planning authority is unable to identify any public benefits of the scheme which would outweigh this harm as required by Paragraph 196 of the National Planning Policy Framework 2019.
