Reasons 1

The proposal, due to the restricted width and shape of the site, and its gabled design would appear as a cramped and incongruous element in the street scene and would be out of character with the surrounding properties and thereby detrimental to visual amenity. The proposal would also provide a poor standard of amenity for future occupiers and would fail to accord with the DCLG's 'Technical housing standards - nationally described space standard' which recommends that a 2 bed (3 person) dwelling has an internal area of 70m2 and a 3 bed (4 person) dwelling has an internal area of 79m2. In addition, the provision of sub-standard off-street parking for No. 49 Brighton Avenue and the provision of 2 car parking spaces with limited pedestrian visibility to the frontage of the new dwelling would re-enforce the cramped nature of the development and would increase its incongruity in the street scene. The proposal would therefore be contrary to Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy and Policies EV/1 and TR/18 of the adopted Borough of Charnwood Local Plan, the provisions of the Borough Council's adopted Supplementary Planning Document, Leading in Design (2006) and the advice contained within the National Planning Policy Framework.
