The applicant, by not submitting a detailed noise assessment, has failed to demonstrate that the air conditioning/compresor units on the roof of the building would not cause undue noise and disturbance to nearby residents. It is therefore not possible to properly assess the proposal in terms of the need for mitigation measures which might mitigate potential harm. In the absence of this information, it is considered that the proposal would fail to accord with Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy and Policy EV/1 of the Borough of Charnwood Local Plan.
