Reasons 1

The proposed development would result in partial demolition works, alterations and extension to the host dwelling, The Old Hall, a Grade II* Listed Building, which would fail to preserve, or otherwise enhance, the building, as is considered to be a 'desirable' objective within Sections 16(2) and 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, which in turn would result in less than substantial harm to the designated heritage asset. There are no public benefits in this case which would outweigh this harm caused. Accordingly, the proposed development would be contrary to the relevant provisions of Policies CS2 and CS14 of the Charnwood Local Plan (Core Strategy) and "saved" Policies EV/1 and H/17 of the Charnwood Local Plan 2004. Furthermore, the proposal will be contrary to the relevant provisions of Chapters 12 and 16 of the National Planning Policy Framework.


Reasons 4

Insufficient information in the form of an appropriate desk-based assessment has been submitted in support of this application in respect of potential non-designated heritage asset(s), in this case below-ground archaeological remains in context of the Archaeological Alert Area which the application site is located within. Accordingly, the Local Planning Authority are unable to undertake a full assessment of the impact of the proposed development on the significance of potential non-designated heritage assets, which is contrary to Paragraphs 189 and 197 of the National Planning Policy Framework.


Reasons 3

Notwithstanding Refusal Reasons No.'s 1 and 2, insufficient information has been submitted in support of this application in respect of an assessment of the significance of the designated heritage assets, in this case in context of the Grade II* Listed 'The Old Hall', the curtilage listed stable outbuilding and the Queniborough Conservation Area. Accordingly, the Local Planning Authority are unable to undertake a full assessment of the impact of the proposed development on the significance of these designated heritage assets, which is contrary to Paragraphs 189 and 193-196 of the National Planning Policy Framework.


Reasons 2

The proposed demolition and associated alterations to the host stable outbuilding, which the Local Planning Authority considers to constitute a curtilage Listed Building, would, by their very nature, fail to preserve, or otherwise enhance, the building, as is considered to be a 'desirable' objective within Sections 16(2) and 66(1) of the Planning (Listed Buildings and Conservation Areas) Act 1990, which in turn would result in less than substantial harm to the heritage asset. There are no public benefits in this case which would outweigh this harm caused. Accordingly, the proposed development would be contrary to the relevant provisions of Policies CS2 and CS14 of the Charnwood Local Plan (Core Strategy) and "saved" Policy EV/1 of the Charnwood Local Plan 2004. Furthermore, the proposal will be contrary to the relevant provisions of Chapters 12 and 16 of the National Planning Policy Framework.
