Reasons 1

This part of Thorpe Acre Road/Stirling Avenue is characterised by single storey terraced blocks, interspersed with areas of incidental green space and landscaped front gardens which contribute to the open, spacious character of this established residential area. The proposal would involve the development of one of these open areas. On the basis of the submitted details, the local planning authority is not satisfied that the erection of a dwelling on this site would not result in an overly cramped form of development which would detract from the spacious character of this mature residential area, contrary to Policies CS2 and CS25 of the Charnwood Local Plan Core Strategy, saved Policy EV/1 of the Borough of Charnwood Local Plan and the National Planning Policy Framework.


Reasons 3

The proposed dwelling would result in the loss of on-site parking provision for No 41 Stirling Avenue. This would lead to an increase in the amount of on-street car parking in the area and would exacerbate existing on-street car parking problems on surrounding roads and in particular on the busy junction of Thorpe Acre Road and Stirling Avenue. This would have a detrimental impact on highway safety, contrary to the National Planning Policy Framework and saved Policy TR/18 of the Borough of Charnwood Local Plan.


Reasons 2

On the basis of the submitted details, the local planning authority is not satisfied that the proposed dwelling, by reason of its proximity to No 44 Thorpe Acre Road, would not appear unduly overbearing to and significantly reduce the outlook from the rear windows and yard of this property, adversely impacting on the residential amenities of the existing occupiers. This would be contrary to the National Planning Policy Framework, Policy CS2 of the Charnwood Local Plan Core Strategy, saved Policy EV/1 of the Borough of Charnwood Local Plan and the Supplementary Planning Document 'Leading in Design'.
