Reasons 1

It is the opinion of the local planning authority that, by reason of its design, mass, scale and height, the proposed extension would be at odds with the character of the existing dwelling. Additionally it would not be subservient to this building meaning that it would be incongruous in relation to the dwelling and visually harmful in the street scene. In this respect, the proposal is contrary to policies CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004) and the Council's adopted Supplementary Planning Guidance on House Extensions (2001) and Supplementary Planning Document, Leading in Design (2006).


Reasons 2

The application site is situated within the designated Wymeswold Conservation Area. Policy CS14 of the Charnwood Local Plan 2011-2028 Core Strategy, paragraphs 190-196 of the National Planning Policy Framework and Section 72 of the Planning (Listed Building And Conservation Area) Act 1990 advise that new development within Conservation Areas should not cause unjustified harm and either preserve or enhance such designated heritage assets. It is considered that its impact upon the linear pattern of development within the site, its visual impact within the conservation area and the loss of historic context would all be harmful to the identified significance of this asset. The proposal would therefore have an adverse impact on the significance of the Conservation Area and fail to preserve or enhance its character or appearance. Furthermore, the proposal would result in less than substantial harm to the designated heritage asset, that of the Wymeswold Conservation Area, and, there are no identified public benefits that would outweigh this identified harm. The proposal would therefore be contrary to the provisions of Policies CS2 and CS14 of the Charnwood Local Plan 2011-2028 Core Strategy, paragraph 196 of the National Planning Policy Framework, the adopted Design Supplementary Planning Document and the adopted Wymeswold Village Design Statement.
