The application site is located in the countryside outside of the defined settlement boundary and built up area of Rothley as set out in Policy CS1 of the Charnwood Local Plan 2011-2028 Core Strategy (CS) and saved policy ST/2 of the Local Plan (2004). Taking account of the location and accessibility of the site, the proposal would not be in a sustainable location for new housing development, nor would it enhance or maintain the vitality of rural communities. As such, it would conflict with Policies CS1 and CS25 of the Core Strategy (2015) and saved policies ST/2 and CT/1 of the Borough of Charnwood Local Plan and the National Planning Policy Framework (the Framework).
