Reasons 2

The proposed development would fail to provide any off-street vehicular parking provision within the application site. As a result, this would give rise to the requirement for on-street vehicular parking to serve the proposed dwelling, which in turn would result in an unacceptable impact on highway safety, contrary to the relevant provisions of Paragraph 109 of the NPPF, and "saved" Policy TR/18 of the Charnwood Local Plan 2004 and the guidance contained within the Leicestershire Highways Design Guide.


Reasons 1

The proposed development would result in the substantial loss of the existing private amenity space provision to the host dwellinghouse, No. 15 Brook Street, which in turn would give rise to an unacceptable detrimental impact on the amenity of the current/future occupants of the host dwellinghouse. In addition, with regard to the proposed dwellinghouse, the ground floor living accommodation would have a substandard outlook, by virtue of the host building being located within close proximity of all of the site boundaries, and would experience limited access to light. As a result, this would create a poor internal living environment for the future occupants of this dwellinghouse, which in turn would undermine their residential amenity. Furthermore, the proposed development would result in inadequate provision of private amenity space for the proposed dwellinghouse, which in any event would be overlooked by the rear elevation of the host dwellinghouse, No. 15 Brook Street, by virtue of its siting. This would provide a poor standard of amenity of the future occupants of the proposed dwelling. Accordingly, the proposal would be contrary to the relevant provisions of Paragraph 127 of the National Planning Policy Framework, Policy CS2 of the Charnwood Local Plan (Core Strategy) and "saved" Policy EV/1 of the Charnwood Local Plan 2004.
