Reasons 2

The application site is located on land which is identified as being within Flood Risk Zones 2 and 3. In the absence of a Flood Risk Assessment accompanying the application, the local planning authority is unable to assess the risk of flooding to and from the proposal and therefore be satisfied that flood risks can be managed to ensure that the development remains safe throughout its lifetime. The proposal is therefore contrary to Policy CS16 of the Charnwood Local Plan 2011-2028 Core Strategy and advice contained in the National Planning Policy Framework (February 2019) and the Planning Practice Guidance.


Reasons 1

It is the opinion of the local planning authority that the proposed extension, by reason of its height, depth, proximity and location to the south-west and south-east of Nos 148 and 152 Alan Moss Road respectively, would result in an intrusive and overbearing built form of development which would have a damaging impact on the outlook of the occupiers of those properties and result in the loss of daylight and sunlight, to the detriment of residential amenity. The proposal would, therefore, be contrary to the National Planning Policy Framework, Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004) and the Council's adopted Supplementary Planning Guidance on House Extensions (2001) and Supplementary Planning Document, Leading in Design (2006).
