It is the opinion of the local planning authority that the proposed dormers, by reason of their size, scale, number, form, design and use of materials would appear prominent and incongruous in relation to the existing dwelling, neighbouring dwellings and the street scene generally. As such, it would not represent high quality design and thus would be detrimental to visual amenity. The proposal would therefore be contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004), the Council's adopted Supplementary Planning Guidance on House Extensions (2001), Supplementary Planning Document, Leading in Design (2006) and the National Planning Policy Framework.
