Bradgate Road has an established linear character typically consisting of large individual dwellings located on long substantial plots. As such, the area has a distinct pattern of built form and spaces. The proposed replacement dwelling by reason of its inappropriate positioning outside of the existing residential curtilage and in the countryside, its scale, mass and design would be incompatible with the traditional rural character and appearance of the area detrimental to the character and visual amenity of the rural landscape. The proposed development would therefore be contrary to Policies CS2 and CS11 of the Charnwood Local Plan Core Strategy and saved Policies CT/1, ST/2, EV/1 and CT/14 of the Borough of Charnwood Local Plan (adopted 2004) which all seek amongst other things to ensure that development is contained within the defined settlement limits and does not cause harm to the character and appearance of the area. The proposal is also considered to be development of poor design that fails to improve the character and quality of the area and should therefore be refused in accordance with paragraph 130 of the National Planning Policy Framework and the provisions of the adopted Leading in Design Supplementary Planning Document.
