Reasons 1

The roller shutter and its housing, by reason of their location, size and design, would appear as unduly conspicuous and incongruous features on the building itself and in the street scene generally, including during the daytime and holiday periods when the shutters are down and in use and thus would be harmful to the character and appearance of the designated heritage asset, the Syston Conservation Area, as well as to the visual amenity of the area generally. The proposal would lead to less than substantial harm to the significance of the designated heritage asset. In such cases, Paragraph 196 of the National Planning Policy Framework (February 2019) advises that such harm needs to be weighed against the public benefits of the proposal. The proposed security shutter and housing box are not considered to have such benefits. The proposal therefore fails the test for sustainable development as set out in the National Planning Policy Framework and is contrary to Policies CS14, CS2 and CS25 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1 and CA/12 of the adopted Local Plan, the Supplementary Planning Documents: Leading in Design and Shopfronts & Signs and the Syston Conservation Area Character Appraisal. It would also be contrary to the statutory requirements of the Planning (Listed Building and Conservation) Act 1990.
