Reasons 1

The local planning authority is of the opinion that the existing rear two storey outrigger, (including the exposed chimney stack on the east facing gable), is a significant part of the history of the building and can be visually read as part of its historical development. The demolition of this element, including the interior staircase, is therefore considered to be harmful to the existing historical composition. The proposed extensions, by reason of their scale and design and fenestration are considered to result in an over-dominant and incongruous development which would cause less than substantial harm to the significance of the heritage asset, that being the Grade II Listed Building. It is therefore considered that the proposals would be detrimental to the historic composition and development of the listed building. Furthermore, the proposal includes the upgrading of the living accommodation within the principal frontage building but it is considered that there is insufficient submitted detail to understand the full extent of these works in terms of the additions to, or intervention with, the existing building fabric in order that a satisfactory assessment of the impact of these works on the character and significance of the listed building can be made. The proposal would therefore fail to accord with Policy CS14 of the Borough of Charnwood Local Plan (2011-2028) Core Strategy and the relevant provisions of the National Planning Policy Framework."
