Although Thurmaston is considered to be a sustainable location for new housing development, the applicant has failed to demonstrate that a safe and suitable access can be achieved for all highway users. If permitted, it is considered that the development would introduce unacceptable highway dangers, particularly for pedestrians, and an increased occurrence of vehicles reversing out onto a Class III road. In addition, the development would be likely to lead to an increased demand for car parking within the street where there is an already limited supply. It is therefore considered that the residual cumulative impacts of the development would be severe as described in Paragraph 109 of the National Planning Policy Framework (2018). The proposal would also fail to comply with Policy TR/18 of the Borough of Charnwood Local Plan.
