Reasons 1

The proposal, by reason of its elevated location, size, scale, form and design, would result in an unduly prominent and incongruous extension which would not be compatible with the existing dwelling, neighbouring dwellings or the street scene generally. The development would, therefore, be detrimental to visual amenity and contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004), the Council's adopted Supplementary Planning Guidance on House Extensions (2001), Supplementary Planning Document, Leading in Design (2006) and the National Planning Policy Framework.


Reasons 3

The protected Oak tree on the north-eastern boundary of the application site is not accurately shown on the submitted plans and there is no Tree/Arboricultural Report accompanying the application. In the absence of this information, the local planning authority is unable to assess the likely impact of the proposed development on the well-being of the tree and thus whether the proposal accords with Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy and saved Policy EV/20 of the Borough of Charnwood Local Plan (2004).


Reasons 2

It is the opinion of the local planning authority that the proposed extension, by reason of its height, size, form, design and elevated position in relation to 144 Birstall Road, would have an unacceptable impact on that dwelling through dominance, loss of privacy and light, to the detriment of residential amenity. For these reasons, the proposal would be contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004), the Council's adopted Supplementary Planning Guidance on House Extensions (2001), Supplementary Planning Document, Leading in Design (2006) and the National Planning Policy Framework.
