The local planning authority considers that the development, due to its siting, height and design, would be unduly prominent and incongruous within the area and particularly imposing from the small rear gardens and principal rooms of Chapel Close dwellings to the east of the site and would, therefore, be severely detrimental to the character and appearance of the surrounding residential area. In these terms, the proposal is contrary to the intentions of Policy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy and Policy EV/1 of the Borough of Charnwood Local Plan.
