Reasons 1

It is the opinion of the local planning authority that the proposed first floor extension to the rear, by reason of its height and proximity to the boundary with no.3 Earls Way, Thurmaston, would have an unacceptably overdominant and enclosing impact on that property with particular regard to the enjoyment of its private rear garden area. In addition the position and proximity of proposed rear first-floor windows in the extension would, despite being obscure glazed, give rise to a serious perception of being overlooked from that property, to the further detriment of the residential amenity of the occupiers. The proposed development is, therefore, contrary to Policy CS 2 of the Charnwood Local Plan Core Strategy 2011-2028 and to saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan and to the Council's adopted Supplementary Planning Guidance on House Extensions.
