Reasons 1

The local planning authority is of the opinion that the location of the shutter box, mounted externally and projecting forward of the front of the building, is unduly incongruous and incompatible with the facade of the building and the streetscene. The shutter blades are insufficiently perforated to allow an adequate view into the shop when the shutter is secured into its down position giving the inference of a solid deadening form. Therefore, the proposal is contrary to policy CS2 of the Charnwood Local Plan Core Strategy (adopted November 2015), saved policy EV/1 of the Borough of Charnwood Local Plan (January 2004) and the adopted Supplementary Planning Document "Leading in Design - Shopfronts and Signs" which require shop front security measures to integrate into the existing fabric of the building unobtrusively during business hours and, when secured, provide surveillance into the shop from the street.
