Reasons 1

The local planning authority considers that, by reason of its design, scale and increased roof height, the proposed rear extension would substantially change the scale and character of the dwelling to the extent that it would appear over-dominant, particularly in terms of the neighbouring properties either side which have extensions containing principal windows and private sitting out areas. It is considered that the inclusion of the first floor full height doors in the rear gable is a poor design feature which would potentially give rise to increased loss of privacy to and overlooking of immediately adjacent gardens. The proposal would also, by virtue of the increased ridge height, appear intrusive in the street scene, to the detriment of visual amenity. In this respect, the proposal is therefore contrary to Pollicy CS2 of the Charnwood Local Plan (2011-2028) Core Strategy and Policy EV/1of the Borough of Charnwood Local Plan and the Council's adopted Supplementary Planning Guidance on House Extensions (2001). These seek to ensure that extensions to dwellings are compatible in scale and design with the original and other dwellings and that they are not detrimental in terms of overshadowing or overdominance or loss of amenity to adjacent property and not incongruous in the street scene.
