Reasons 1

It is the opinion of the local planning authority that the proposed first floor front extension, by reason of its scale, siting and design result in a form of development that would detract from the character and appearance of the streetscene and would not be a subservient and harmonious addition to the existing dwelling. The considerable change in land levels exacerbates the overall harm caused by the proposal in terms of neighbour amenity and visual amenity. The positioning of the proposal within close proximity to the shared boundary with no. 19 Station Road and orientated south, would have an impact on that dwelling, in particular the sole kitchen window on the side elevation facing the application site; through loss of light and dominance, to the detriment of residential amenity. The proposal would therefore, be contrary to Policy CS2 of the Charnwood Local Plan 2011-2028 Core Strategy, saved Policies EV/1 and H/17 of the Borough of Charnwood Local Plan (2004) and the Council's adopted Supplementary Planning Guidance on House Extensions (2001) and Supplementary Planning Document, Leading in Design (2006).
