Reasons 2

The proposal relates poorly to the existing development pattern both in terms of broader settlement form and because of the relatively isolated structure of the development and its lack of integration with surrounding development. As a result it is considered that it fails to comply with policies CS2 and EV/1 of the Development Plan, the advice in the Council's adopted Supplementary Planning Document Leading in Design and the advice in the Framework, particularly at paragraphs 58 and 61.


Reasons 1

The application site is located outside limits to development defined in the Development Plan and within countryside. The Development Plan makes provision for housing growth to meet objectively assessed need up to 2028 and defines the strategy for achieveing this growth. In terms of service centres, this planned provision has already been met by way of existing committments and only small scale windfall developments within limits to development are anticipated. Coupled with this Charnwood is currently able to demonstrate a five year supply of housing land which means that policies concerned with the supply of housing are not out of date by virtue of failure to do this. As a result the proposal is considered to be contrary to policies CS1, CS11, ST/2 CT/1 and CT/2 of the development Plan which set out a sustainable growth strategy for the Borough. There are no material considerations, including the framework, which are considered to override the Development Plan in this instance.
