Reasons 2

The proposed design of the rear ground floor extension, and in particular the use of door openings that extend the living space to the outdoors and the door openings in the bedrooms adjoining the proposed extended living space, will result in an intensification of the use of the rear outdoor space which is likely to result in significant additional noise and disturbance and unacceptable impact on the amenity of people living nearby. The proposal is therefore contrary to policy CS2 and Saved policy EV1 of the Borough of Charnwood Local Plan.


Reasons 1

It is considered that the proposed change of use from 2 separate but adjoining HiMOs (class C4) to a large unmanaged residence for students (Sui Generis) and creation of 3 additional bedroom spaces together with the proposed extension of the communal living area to the rear would result in significant and disproportionate intensification of use. This is likely to generate significant additional noise and disturbance causing unacceptable detrimental impact on the amenity of the immediate residential area. The proposal is also likely to generate additional demand for on street car parking in an area where parking is already restricted, which would prejudice the safe operation of the highway and cause unacceptable detriment to the amenity of the immediate residential area. The proposal is therefore contrary to policies CS4 of the Adopted Core Strategy and Saved policy TR18 of the Borough of Charnwood Local Plan.
