Reasons 1

Policies CS2 of the Charnwood Local Plan 2011-2028 Core Strategy and EV/1 of the Borough of Charnwood Local Plan indicates that housing development should be of high quality. The design of the proposed dwelling does not result in a satisfactory form of development. In particular, the scheme would not meet the principle set out in Policy CS2 that new housing should, "make a positive contribution to Charnwood , resulting in places where people would wish to live through high quality, inclusive design, and where appropriate, architectural excellence. Proposals should respond positively to their context and reinforce a sense of place." The proposed two storey dwelling, with a frontage dominanted by car parking, would have an incongruous appearance in the Mostyn Avenue street scene which primarily features single storey dwellings. The development, with its exceptionally short rear garden would result in an overbearing relationship with the dwelling to the east and the private rear garden to the south of the site and the lack of private amenity space would result in a poor standard of accommodation for potential occupiers. The proposal is therefore contrary to policies CS2 of the Charnwood Local Plan 2011-2028 Core Strategy and Policy EV/1 of the Borough of Charnwood Local Plan, adopted Supplementary Planning Guidance "Backland and Tandem Development" and central government advice in the National Planning Policy Framework.


Reasons 2

The proposal lacks adequate off-street parking provision to cater for the volume of parking demand likely to be generated by the loss of staff and residential car parking to the adjacent shop unit and dwelling at 1329 Melton Road and would thereby lead to additional parking on Mostyn Avenue or Melton Road to the detriment of highway safety and residential amenity. The proposal would thereby be contrary to saved Policy TR/18 of the Borough of Charnwood Local Plan and CS2 of the Charnwood Local Plan 2011-2028 Core Strategy.
