Reasons 1

It is established planning policy, at both national and local level, that new development should be permitted outside established settlements in exceptional circumstances only. These circumstances normally relate to residential development which has a strong relationship with the operational requirements of agriculture, horticulture, forestry and other land based industries and contributes to a low carbon economy, or development which facilitates the diversification of the rural economy or improves facilities for recreation or leisure uses. It is considered that the proposal does not meet any of these exceptions. The application site is located in the countryside and outside of any established limits to development, detached from the existing settlement. The site is therefore considered to be an unsustainable location for new residential development and would result in unsustainable journeys by private car. Furthermore, the proposed development would lead to a suburban form of development in the open countryside which would erode the open character of the One Ash estate and the surrounding landscape. The proposal is therefore considered contrary to the aims of adopted policies CS1, CS2 and CS11 of the Charnwood Local Plan Core Strategy, saved policies EV/1, ST/2, CT/1 and CT2 of the Borough of Charnwood Local Plan, and paragraphs 6, 7, 14, 17, 34 and 55 of the National Planning Policy Framework.
